ANAD denounces Karapatan’s duplicity on Human Rights issues

Davao City – ANAD Partylist strongly criticized the Karapatan for its blatant duplicity in dealing with so-called human rights violations even as it also denounced the ambush-murder of Cpl Benjie Hupayan of 10ID Headquarters PA early dawn today at Brgy. Lasang here.

Suspected communist terrorists’ liquidation squad reportedly gunned down Cpl. Hupayan about 2 a.m. today while travelling home from work onboard a motorcycle to visit his sickly wife in Asuncion town, Davao del Norte.

Like the murder of CAA members Pablo Albino and Florentino Namuag in New Corella town, Davao del Norte last Feb 24 and in Brgy. Baracatan, Toril District, Davao City on Feb. 25, and tunnel miner Felix Valiente in Maco, Compostela Valley Province on March 12, Karapatan is mum on the killing of Cpl. Hupayan and other injustices committed by the NPA against the people.

The latest of Karapatan’s double standard stunts is the case of the 13 suspected NPA members and supporters from Monkayo town in Compostela Valley Province who were arrested by the 25IB PA on March 7 and subsequently charged by the PNP for illegal possession of firearms, ammunitions and explosives, murder and frustrated murder before the Provincial Prosecution Office.

“While Karapatan is immorally silent on the recent killings of unarmed civilians, soldiers and CAFGU members, it is intriguingly very noisy in so far as the arrest and indictment of the so-called Monkayo 13,” said ANAD Partylist-Mindanao spokesman Arthur Tariman.

According to Tariman, Karapatan is not worth to be called as a “human rights organization” as it is not really working for the protection and promotion of the human rights of all Filipinos but the furtherance of the bloody revolution waged by the CPP-NPA-NDF against our nation’s duly-constituted government the last 41 years.

“Karapatan’s deliberately bias stand against the government and the democratic-loving people is already sickening. It is high time that government instrumentalities particularly the Commission on Human Rights, the media, the religious and other sectors of the society should stop dealing with Karapatan. There are a lot more well-meaning private human rights organizations in the country that is worth our help and attention,” declared Tariman.

Contrary to Karapatan’s claim that the so-called Monkayo 13 were tortured by their military captors, all suspects were in good physical condition when turned over by the 25IB PA to the Monkayo Municipal Police Station last March 10 for investigation and filing of appropriate charges as certified by Dr. Olivia B. Lanaban-Kapoor, Monkayo municipal health officer, who conducted physical and medical examination on the suspects.

In the individual medical certificates she issued the following day, Dr. Kapoor found that none of the 13 suspects exhibited any sign of torture such as contusion, laceration, abrasion or hematoma. Instead, many of them showed signs of malnourishment, intestinal parasitism, hypertension, urinary tract infection, upper respiratory tract infection and Myalgia – a form of muscle sickness.

Only one of the suspects manifested minimal external wound. Edmund Cutor was found to have sustained a 1.5 centimeter long “infected burn wound” in his right index finger that could have been inflicted during the firefight between a section of 25IB and a numerically-superior NPA band at Brgy. Salvacion, Monkayo last March 5 that reportedly involved him.

Karapatan’s self-serving tirades against the Armed Forces of the Philippines particularly the 10ID PA is an indication that the CPP-NPA-NDF is losing militarily. As a revolutionary shield, Karapatan is desperately trying to protect the local units of the NPA – CPP’s sword.

In view of the situation, ANAD Partylist urged the Dabawenyos to desist from extending any form of support to Karapatan and other communist front organizations and partylist groups such as Katribu, Bayan Muna, Gabriela, Anal Pawis, Kabataan, Act Teachers and Akap Bata. ANAD: BOMB SCARE AND TEXT THREAT HYSTERIA A POLITICAL PLOY

Davao City – ANAD Partylist describes the recent bomb scare and text threat hysteria here as ploy of some desperate politicians even as it denounces the acts as plain terrorism.

“As a matter of principle and practice, ANAD abhors any form of terrorism. Terrorism has no place in a democratic society. We always maintain that violence is a resort of the incompetence,” ANAD Partylist Representative Jun Alcover stressed.

In a press release, Rep. Alcover pointed out that “the insinuation of Ariel Casilao, a candidate of the communist front MAKABAYAN who runs for city councilor under Mayor Rody Duterte’s Hugpong Tawong Lungsod, that ANAD and BANTAY Partylist Groups were behind the two suspected Improvised Explosive Devices (IED) that  were found at City Hall’s female toilet and infront of Central Bank is irresponsible, reckless, unfounded, malicious, and therefore highly condemnable.”

“How could Casilao publicly accused ANAD and BANTAY of complicity on the alleged twin IED incidents Thursday afternoon when in fact the PNP and Army’s Task Force Davao are yet to complete their respective investigations?” quipped Rep. Alcover, adding that Casilao’s statement over DXAB Saturday morning is the best evidence that somebody wrote the script for the whole scenario to serve a political end.

“Likewise, Mayor Duterte’s insinuation that Speaker Prospero Nograles’s cellphone numbers are found in the recovered simpack from one of the two destroyed suspected IEDs, and that there were six calls made to the cellphone number of Atty. Karlo Nograles, Davao City First Congressional District candidate, that were allegedly registered in same simpack is premature, irresponsible and smacks of cheap political gimmickry as the PNP is yet to complete its Post Blast Investigation report,” declared Rep. Alcover.

According to the ANAD Chairman, the subsequent decision of Mayor Duterte to reassume his resigned function as NAPOLCOM-designated PNP supervisor in the city and his directive to the Davao City Police Office and to TFDavao to pursue “at all cost” the people responsible for the alleged IED incidents is a bright sign of things to come and provided a good glimpse of the real intent of the people behind the scene.

ANAD also viewed the alleged death threat messages received by pro-Hugpong barangay captains following the IED scenario as part of the whole political gimmickry at the expense of the Dabawenyos’ safety and security.

“The COMELEC Security Control Center in Davao should not allow the reported plan of the pro-Hugpong barangay captains to exempt themselves from the gun ban rule because of the alleged threat messages as it is a flimsy excuse,” Rep Alcover concluded. (ANAD PARTYLIST-MINDANAO NEWS& INFO BUREAU)

Pastor Apollo Quiboloy, the Executive Pastor of The Kingdom of Jesus Christ acknowledges the efforts of the military in maintaining the peace and order in Davao City. He congratulates the tribal leaders of STCPD for their accomplishments concerning the IP’s welfare.

The Lumads celebrated the 8th Year Founding Anniversary of the Supreme Tribal Council for Peace and Development (STCPD) which was founded on Feb 7, 2002. This year’s theme:  “Barog tribo para sa Kalinaw ug Kalambuan”, means the tribal community must make a stand to attain peace and development in their ancestral land”. It is a two-day observance lined – up with different activities showcasing the native talents of the four tribes and highlighting the accomplishments of the STCPD.

Del Rosario was one of the guest speakers in the said celebration where he thanked the Lumads for their whole support in fighting the NPA rebels when he was then the Commander of 73IB in 2000-2003 and Task Force Davao in 2004-2006. He also explained to them that there are groups that will try to deceive the people just to get their support in this coming election. These Extreme leftist groups are Bayan Muna, Anakpawis, Gabriela, ACT, Kabataang Pinoy, Katribu, and Akap Bata.

The STCPD is an IP organization composed of the four tribes of Davao City that act as the legislative council of the Datus with the power to hear and enforce the indigenous justice system within the ancestral domain. Its Chairman is Datu George Mandahay and his Vice is Datu Ruben Labawan who are all respected datus in their tribes.

WHO ARE THE “INGRATO”?

DAVAO CITY – The Alliance for Nationalism and Democracy (ANAD) Partylist belittles the recent Davao City Council Resolution, last Feb. 15, declaring ANAD Partylist Representative Pastor “Jun” M. Alcover, Jr., BANTAY Partylist Representative Jovito Palparan, Jr., ANAD and BANTAY Partylist Groups as “persona non-granta” in Davao City as it has no legal bearing but purely political harassment and intimidation meant to stifle both of the Partylist’s anti-terrorism and pro-democracy crusade.

“ANAD Partylist and myself, since the ‘80s during period of the National Alliance for Democracy (NAD), the precursor of ANAD, including the famous Alsa Masa Movement in Davao, is and shall always be for the service of the people of Davao. We received not a single centavo from the city government to support our effort,” Alcover explained.

“Now, between us and the city councilors, who are the ingrates? Definitely it is City Mayor Rudy Duterte and the members of the Davao City Council for not recognizing our efforts to protect the people’s rights and freedom, and our democratic institutions from the onslaught of Maoist terrorism,” Rep. Alcover said.

Representative Alcover stressed that instead of upholding their respective oaths of office, “They are now coddling and supporting known Maoist terrorist personalities, especially its sectoral front and pseudo partylist organizations in the city,” he added.

Rep. Alcover pointed out that the councilors who approved the resolution and their presiding officer, Vice Mayor Sara Z. Duterte, now seeking the city’s mayoral position are all members of the Hugpong sa Tawong Lungsod whose 2010 election slate for the City Council includes three candidates from Makabayan, a creation and a political party of the CPP-NPA-NDF.

ANAD Partylist is an aggrupation of the Filipino people who: a) stands firm for peace, justice, freedom, equality, nationalism and democracy;  b) it seeks the protection of the people’s rights and upholds every human being’s right to life, liberty, and the rule of law; and c) a strong advocate in the strengthening of the country’s criminal justice system as a means to attain a lasting and principled peace and stability.

As such, ANAD Partylist abhors the use of force and violence to compel obedience and compliance from anyone, much less the citizens of this country. It is in this context that ANAD strongly opposes the Maoist terrorist CPP’s use of the NPA to terrorize the Filipino people.

ANAD believes that resorting to the use of violence is a sign of incompetence and weakness.

Rep. Alcover assured that despite the recent highly condemnable act of the City Council of Davao, “Our campaign against communism and terrorism will go beyond the May 10, 2010 elections. Our fight is beyond partisan politics. Ours is an ideological-political struggle. We will move on even if Digong Duterte and his ilk are hot on our tails!,” Rep. Alcover concluded.

ANAD decries Duterte’s “dictatorship” in Davao City!

“Instead of upholding the rule of law, Davao City is ruled by the iron hands of its leader!” This is reaction of the ALLIANCE FOR NATIONALISM AND DEMOCRACY (ANAD) Partylist to the unnumbered Davao City Sanggunian Panglungsod resolution, passed last February 2, 2010, declaring ANAD Partylist Rep. Pastor “Jun” Alcover Jr. and Rep. Jovito Palparan Jr. of Bantay Partylist as the city’s PERSONA NON GRATA.

ANAD decries the unilateral and unjustifiable action of the city’s legislative body when it discussed and approved the resolution without holding an investigation to hear the side of Representatives Alcover and Palparan on the alleged information published in a local newspaper, Mindanao Daily Mirror. “This is serious as it clearly shows what kind of leadership Davao City has under the stewardship of City Mayor Rodrigo Duterte. Definitely, the hands of Mayor Duterte is visible on this,” said Rep. Alcover as he slammed Duterte of using force and intimidation with impunity against his own people.

“We stand by our position that indeed the killing spree in Davao City, from the l980’s when the Maoist terrorist used the city as a laboratory for urban insurrection and sparrow unit liquidation, continued under the present administration of Mayor Duterte,” Rep. Alcover pointed out.

Records vividly showed that the spate of murders never stopped nor where these resolved and justice given to the victims’ families mainly because of the city leadership’s abject failure, intentional or otherwise, to address the same. “Contrary to reports that the NPA was responsible in the treacherous murder of anti-communist leader and broadcaster Jun Pala, ANAD is aware who the real mastermind is. I challenge Mayor Duterte to come out into the open and tell the Filipino people, especially his constituents in Davao City, who planned and ordered Pala’s murder!” Alcover said. Rep. Alcover clarified saying, “This is the only way where Digong Duterte could cleanse his name from the incident. But he should not do what Pontius Pilate did to our Lord, Jesus Christ!”

Until today, Davao City is very popular throughout the country as a haven of Maoist terrorist partisan liquidation and activities. “Why is this so? If Mayor Duterte is really true and faithful to his oath of office, he could easily and effectively rid the city of Maoist terrorists. But the exact opposite is what happened! This is the main reason why ANAD, as it seeks to advance its advocacy, is in Davao City again,” Rep. Alcover stressed.

Visit of Bayan Muna’s Ocampo and the Lupon clash are related

Davao City – “There is more than meets the eyes in the recent bloody encounter between government troops and communist terrorists in Lupon town, Davao Oriental early morning Saturday, just hours after Bayan Muna Representative Satur Ocampo visited the area.”

This is the reaction of ANAD Partylist-Mindanao to the clash that resulted to the death of at least one NPA bandit and the recovery three highpowered weapons from the scene of encounter at Brgy. New Visayas, Lupon town.

Despite Bayan Muna’s denial, it is very clear that Ocampo’s visit and the detected consolidation of NPA forces around Lupon, Banaybanay and Mati towns were somewhat related.

The consolidation of communist terrorists in Lupon was reportedly noticed by concerned residents at least two days before the visit of Ocampo who has been rumored to be the present national commander of the NPA.

“The action of the residents to tip off the 28IB PA on the NPA men’s presence in the area is good indication that the local Maoist communist terrorist movement is fast losing the people’s support,” said ANAD-Mindanao Coordinator and Spokesman Arthur Tariman.

The CPP-NPA-NDF in Southern Mindanao Region received heavy beatings from the Army’s 10th Infantry Division since last month.

The 8th Special Forces Company, 3rd Special Forces Battalion killed three members of a NPA sniper team and nabbed Elizaldy Canete, alias Ka Jinggoy, the 23-year old commanding officer of the Sub-Regional Guerilla Unit (SRGU), NPA-Southern Mindanao Region, in a chance encounter at Brgy. Sarmiento, Laak town in Compostela Valley late afternoon Jan. 30.

Early morning last Jan. 14, elements of the Bravo Coy, 69IB PA while conducting combat security operation encountered a band of Maoist communist terrorists under Guerilla Front 51, CPP-NPA-NDF SMR at the vicinity of Sitio Islid, Brgy. Dominga, Calinan District in Davao City that resulted to the wounding of undetermined number of terrorists, the arrest of at least two, and the seizure of firearms, ammunitions, explosives and voluminous documents with high intelligence value.

ANAD PARTY REP. JUN ALCOVER RECEIVES WARNING ON DEATH THREAT

Davao City – The Alliance for Nationalism and Democracy (ANAD) confirmed the text intelligence report regarding a threat on the life of ANAD Partylist Representative Jun Alcover.

“It’s true and reliable. We got an intelligence report from a trusted source within the Philippine National Police that somebody who identified himself with the camp of Davao City Mayor Rody Duterte had asked the help of a police officer in Cebu to hire someone to assassinate Congressman Alcover right in Cebu supposedly to avoid Mayor Duterte from being implicated,” admitted ANAD Partylist-Mindanao Coordinator and Spokesman Arthur Tariman.

Tariman added that possibly the PNP officer concerned who is close to Cebu City Mayor Tomas Osmena must have leaked the plan to fellow cops that the information eventually reached the police intelligence community.

“There is however no indication if Mayor Duterte is aware or has authorized the purported sinister plot,” Tariman clarified.

“True or not, ANAD is taking the threat seriously. We have been very careful with our moves considering that we are waging war with two ruthless private armies that are linked to Mayor Duterte – the so-called Davao Death Squad or DDS and the communist terrorist NPA,” Tariman disclosed.

ANAD Partylist allied groups in Davao and surrounding areas have offered to help protect Cong. Alcover if ever he would go on campaign sorties in their respective areas. PANICKY REACTION AND MYOPIC REASONING CAN’T HIDE THE TRUTH

Davao City – No amount of badmouthing, character assassination and myopic reasoning can hide the truth about the world-famous wickedness of the Davao Death Squad and the communist terrorists.

This is the reaction of the Alliance for Nationalism and Democracy (ANAD) Partylist to a well-orchestrated tirades by media paid hacks of the Hugpong sa Tawong Lungsod after the debacle created by the misguided privilege speech of City Councilor Nilo Abellera last Tuesday in reaction to ANAD’s claim that Davao City is not really peaceful and in fact a dangerous place.

“The more Mayor Rody Duterte’s Hugpong sa Tawong Lungsod thru its paidf media mouthpieces would defend the peace and order issue, the more they would expose the naked truth behind the Davao Death Squad and the alliance of Hugpong with the CPP-NPA-NDF,” said ANAD Partylist-Mindanao Coordinator and Spokesman Arthur Tariman.

According to Tariman, the reaction of Hugpong councilors and its paid media mouthpieces is “very panicky” that they entirely missed the points raised by ANAD Partylist about the fragile and temporary peace condition of the city.

“In their futile efforts to hide the truth, both the Hugpong councilors and their media protectors looked and sounded like the apologists and defenders of the motorcycle-riding assassins in the urban areas and the marauding communist terrorists in the hinterlands of the city,” the ANAD Partylist-Mindanao spokesman commented.

Tariman reiterated that Hugpong’s and its media spokespersons’ claim that ANAD Partylist has no right to question the city’s state of affairs especially on peace and order only reflects the ignorance of these people on the nature of a duly-registered Partylist Group (PLG) and the scope of its activities and concerns.

“ANAD, like the Hugpong-backed CPP-NPA-NDF-affiliated PLGs such as Bayan Muna, Anak Pawis, Gabriela, Kabataan, ACT, AKAP-BATA and Katribu, are national in scope that they can campaign anywhere in country. ANAD’s advocacy includes peace and order, communist insurgency and terrorism that is why it strongly denounced the LGU-sponsored summary killings and the local officials’ open and blatant collusion with communist terrorists,” emphasized Tariman.

ANAD Partylist bats for “law and order” and not merely “peace and order.” Meaning the full, consistent and fair enforcement of laws, and the prosecution, conviction and subsequent rehabilitation of the criminal offenders with the active participation of the community.

“If you truly and honestly implement the laws you would have order in the society, and if you have order in the society then you would have authentic and enduring peace. A positive peace,” Tariman explained.

In the countrary, the prevailing peace in Davao City is not principled and lasting as it has been secured through sheer brute force and it did not address the root causes of criminality and insurgency. It is a negative and temporary peace..

In view of the situation, ANAD Partylist calls for the strengthening of the criminal justice system in this party of the country. It calls for the law enforcement agencies especially the Philippine National Police, the prosecution service, the court and the penology to work together with the community to address the root causes of criminality.

“In civilized societies, citizens are not taking the law into their hands. As part of the community, citizens work with the government in enforcing the laws and not breaking it.
